lateral thinking puzzles!

ok this is what im going to start doin, each weak i will put a word puzzle in my journals, and u can try and answer them if u do decide to give it a try then please put it in a comment. these puzzles are from the book lateral thinking puzzles by edward j. harshman, des machale, paul sloane. illustrated by myron miller.

first puzzle: title: welcome, slasher

bob, a fifteen-year-old boy with a record of violent crimes, approached a screened porch. taking out a switch blade, he cutthrough every screen panel with large diagnal rips. a police officer drove by in a patrol car, saw what the boy was doing, and was pleased. explain.

clues:

1)were the boy and the policeman what they appeared to be and not, for example, actors for a movie?
yes

2)was the policmen honest?
yes

3)did the boy act in retaliation, perhaps to deter a criminal who could not be prosecuted by normal methods?
no
